PHILCONSA MARKS 53RD ANNIVERSARY •	September 23, 2014 •	Written by People's Tonight •	Published in Top Stories Cong. Ferdinand Martin G. Romualdez and Manuel M. Lazaro, president and  chairman/CEO, respectively, of  the Philippine Constitution Association (Philconsa), announced that Philconsa will celebrate its 53rd anniversary on Friday at 6:30 p.m. at the historic Manila Hotel, with  Justice Adolfo S. Azcuna, Chancellor of the Philippine Judicial Academy, and recently appointed Commissioner in the International Commission of Jurists, as the Guest of Honor and Speaker.      Justice Azcuna is expected to speak on the nuances of the conflicting  claims of China and Philippines over West Philippine Sea, the subject of the arbitration filed by the Philippine government with United Nations Permanent Court of Arbitration at the Hague.       He is a noted  authority in International Law having completed his post-graduate studies in International Law and Jurisprudence at the McGeorge School of Law in Salzburg, Austria and a professor of International Law at the Ateneo de Manila College of Law.      Associate Dean Rita Linda V. Jimeno, VP-Constitutional Reforms,  will lead the singing of the National Anthem.  Dr./former Gov. Margarita R. Cojuangco, VP-Academic Affairs, will deliver  the Invocation. President and publisher of Manila Bulletin COA Comm. Hermogenes P. Pobre  will lead the Philconsa Creed.        Cong.  Romualdez, president, will deliver the welcome remarks.         Retired Chief Justice Reynato S. Puno, President Emeritus, and  Manuel M. Lazaro, chairman/CEO, will deliver their  anniversary messages.         Retired Comelec Commissioner  Manolo B. Gorospe, executive VP, will present the new members to be inducted by ex-Chief Justice Puno, assisted by Justice Bernardo P. Pardo.        Retired  CA Justice Oswaldo D. Agcaoili, VP-Constitutional Reforms, will introduce the guest of honor and speaker.        After the speech of Justice  Azcuna, an open forum will be conducted with Atty. Rodolfo “Inky” O. Reyes, VP-NCR, as moderator.
