THE Philippine Constitution Association (Philconsa), through its president, Rep. Ferdinand Martin G. Romualdez, and chairman/CEO, Manuel M. Lazaro, respectively, announced that the monthly membership meeting of Philconsa will be held on Thursday, June 26, at 7 in the evening at the Manila Golf & Country Club, Harvard Road, Forbes Park, Makati City with United States Ambassador to the Philippines, His Excellency Philip S. Goldberg as the guest of honor and speaker.
Ambassador Philip S. Goldberg is expected to share his overview and insight on the vital necessity of the Enhanced Defense Cooperation Agreement (EDCA) to the security of the country and its territory in the light of the unfriendly weasel-worded pronouncements, aggravated by the enigmatic and mystifying conduct of a neighbor.
Lazaro and Romualdez said The Philconsa has deferred action on the constitutionality of the EDCA notwithstanding alleged violation of Sec. 25, Article XVIII of the Constitution in the face of the representations of the government, the vital necessity of the EDCA to “secure the sovereignty of the State and the integrity of national territory,” the prime duty of the government and the citizens. These competing duties generate a collision of the observance of the Constitution vis-à-vis the duty of the government and citizens to defend and protect the sovereignty of the State and its territory.
The national anthem will be led by Vice-Dean Rita Linda V. Jimeno, VP-Constitutional Reforms. The Invocation will be delivered by UP Regent Nelia T. Gonzalez, Governor.
The Philconsa Creed will be led by Deputy Collector Tessie S. Roque, VP-Media Affairs. The welcome remarks will be delivered by Cong. Ferdinand Martin G. Romualdez, President. The new members will be presented by Retired Justice Agnes VST. Devanadera, VP-Litigation, assisted by Retired Ombudsman Aniano A. Desierto, Executive Vice-President, to be inducted by Retired Chief Justice Reynato S. Puno, President Emeritus, assisted by Retired Justice Bernardo P. Pardo, Consultant. The guest of honor and Speaker will be introduced by the Publisher and editor-in-chief of BizNews, Mr. Antonio S. Lopez, Governor.
Immediately after Ambassador Philip S. Goldberg’s speech, an open forum will be conducted. Manuel M. Lazaro, Esq. will act as master of ceremonies.
